박남춘 인천 시장이 1일 취임 1주년 행사를 붉은 수돗물 정상화 대책마련 기자간담회로 대체했다.

수돗물 사태에 대해 박남춘 시장은 시민과 언론인들에게 기자간단회을 진행하면서 호소 하였다.

시민 여러분 그리고 언론인 여러분! 한 달 동안 계속된 공촌정수장 수계, 수돗물 사태가 조심스럽지만 정상화와 안정화 단계에 진입했습니다.

정부 안심지원단에서 여러 단계의 수질 검사를 거친 결과, 수돗물 수질이 5월 30일 이전으로 회복된 것으로 밝혔고 지난 6월 28일 환경부에서 직접 시민들께 알려드렸습니다.

이제 정상화의 가장 마지막 단계인 공동주택 저수조 정화작업과 말관·직수배관의 계획방류작업이 이뤄지고 있어, 공촌정수계 상수도는 완전 정상화단계에 들어설 것으로 보입니다.

그럼에도 정부와 우리시 합동 정상화지원반은 엄격한 잣대를 통해서 정상화 여부를 판단하기로 했습니다.

무엇보다 시민들께서 100% 신뢰를 가지셔야 정상화라 생각합니다.

시민들이 수질 회복의 결과를 직접 확인하실 수 있도록 하겠습니다.

안심지원단이 음용 가능 여부를 블록별, 지역별로 확인해 드리고 있고, 학교는 10개의 합동대응 팀이 학교별로 수질 분석을 거쳐 수돗물 사용 급식재개 여부를 판정하겠습니다.

다시 한 번, 사과의 말씀을 드립니다.

또한 이번 사태로 큰 피해를 당하신 지역 주민 여러분, 내 일처럼 팔 걷어 부치고 도와주신 시민들, 단체와 기업, 그리고 이번 사태와 관련해 정보와 대안을 제공해주신 언론,송구한 마음으로 묵묵히 복구에 전념해준 관계자 분들, 이 모든 분들에게 이 자리를 빌려 감사의 말씀을 전합니다.

주민 보상 등에 대해서는 이렇게 말하였다.

시민 여러분! 수돗물은 정상화에 진입했지만, 주민 피해보상과 재발방지를 포함한 상수도 선진화 과제는 이제부터 시작이라 할 수 있습니다.

시민들께서 더는 걱정하지 않으시도록 이 후속 과제들에 만전을 기하겠습니다.

보상과 관련해서는 현재 민관대책위 소위에서, 공동 보상협의회를 꾸려 논의를 이어갈 예정입니다.

다만, 주민 생수 긴급 지원과 취약계층 긴급 지원처럼 이미 시행된 지원 대책과 공동주택 저수조 정화비용, 상·하수도 요금 감면처럼 당연히 시행되어야 하고 증빙이 확실한 보상은

7월부터 즉시 시행되도록 하겠습니다.

보상은 보편적인, 일괄 보상을 기본으로 하고 각계 전문가와 시민대표들과 합리적인 기준안을 만들어 당장 지원 가능한 것부터 시작하겠습니다.

일반적 보상은 신속하게 추진하고 개별 확인이 필요한 사안에 한해 절차를 거쳐 진행하겠습니다.

재발방지대책과 수돗물 선진화에 대해서 박시장은 인천 시민 여러분! 그리고 언론인 여러분!

이번 수돗물 사태를 겪으면서 많은 분들이 저에게 안타까움과 의아함을 표해주셨습니다.

특히나, 항상 시민 안전에 관심이 많은 민선 7기인데 이런 안타까운 일이 일어났냐고 묻는 분이 많았습니다. 그 어떤 질책보다 아픈 말씀이었습니다.

저는 이번 수돗물 사태 동안 민선7기 들어 시행한 교통정책을 되짚어 보았습니다.

광역버스 일부 노선이 파업에 돌입하고 폐선 방침을 알렸을 때, 또 택시요금 인상으로 인한 미터기 보정 작업이 예정되었을 때, 인천시는 어떻게 했었는지 돌아보았습니다.

인천시는 버스 파업으로 인해 예상되는 시민들의 불편과 미터기 보정 작업으로 인한 일시적인 요금 체계 혼란을 시민들에게 사전에 적극적으로 알려드려 양해를 구했고, 버스준공영제의 개선과 노선 개편이 왜 필요하고 시민들에게 어떤 편익이 돌아가는지도 시민들에게 소상히 알려드리고 공감을 얻었습니다.

타 시도에도 모범이 될 만한 노사정 합의안도 도출했습니다.흔히 기피부서라 불리는 시청 버스·택시 업무부서 근무자들이 소신과 권한을 갖고 일할 수 있도록 힘을 실어주면서, 전문성 향상과 성과에 따른 보상과 책임 소재도 명확히 해서 담당자들이 의욕을 갖고 일을 할 수 있도록 했고 성과도 냈습니다.

이번 수계전환은 어땠는지 돌아봅니다. 너무도 뼈아픕니다. 교통정책만큼 사전에 잘 살펴보고 챙기지 못했습니다.

수계전환이 상수도본부장 지휘 하에 이뤄지다 보니 이에 대한 사전 인지가 없었고, 전날 발생한 헝가리 유람선 침몰 사고까지 있어 곧 복구된다는 당일 보고를 믿을 수밖에 없었습니다.

수계전환에 대한 주민 사전 공지, 예상되는 안전사고와 매뉴얼 여부 등을 확인하고 책임자의 철저한 작업 모니터링이 필요하다는 교훈을 너무 큰 대가를 치르며 얻었습니다.

지난 1년 동안 아침마다 현안점검회의를 갖고 주요 시정 스케줄을, 사전에 늘 검토했던 이유도 시민 안전 등 주요 사안을 점검하기 위함이었는데, 그동안의 노력이 바래버렸습니다.

지난 1년의 노력에도 이러한 안전과 소통의 일상화가 아직은 조직 구석구석까지 체화되지 못한 것 같습니다. 다시금 새롭게 다잡고 쇄신하겠습니다.

오늘부터 다시 취임이라고 생각하고 인천 수돗물, 상수도관련 정책을 혁신하고자 합니다.

상하수도관망 지도부터 시작해 상하수도정책 전체를 훑어보고 밑그림부터 완전히 새롭게 그려가겠습니다.

책임 문제에 대해서는 시민 여러분! 그리고 언론인 여러분!

이번 수돗물 사태 원인조사단의 발표에 따라 우리 시는 상수도사업본부장과 공촌정수사업소장을 지난 6월 18일에 직위해제하였습니다.

이는 사법조사나 감사·조사와는 별개로 인천시가 행정적으로 할 수 있는 가장 강력한 조치입니다. 그러나 어떤 분들은 그것만으로는 부족하다고 보시는 것 같습니다.

지난주에 저에 대한 고발이 사법기관에 두 건 제출되었습니다.

수돗물과 관련한 책임규명은 정부 감사와 사법기관의 조사를 통해 명확한 판단이 내려질 것입니다.

특히 정부에 요청한 감사를 통해, 그 결과에 따른 합당한 후속 인사 조치도 취할 것입니다. 저는 법을 준수하고 상급기관의 관할을 받는 시장입니다.

법적 책임이 규명되기도 전에, 제 마음대로 그 누군가를 파면할 초법적 권한을 갖고 있지 않습니다.

저 또한 책임을 져야할 일이 있으면 응당 책임을 질것입니다. 복구와 정상화가 급하니 그 일에 집중하자는 것이었지, 상황과 책임을 모면하기 위한 꼼수 같은 것은 생각조차 없었음을 이 자리를 빌려 분명하게 밝힙니다.

취임 1주년 맞이 하여 박시장은 존경하는 인천시민 여러분! 이번 수돗물 사태를 통해 인천시는 먼저 스스로를 돌아보고 뼈를 깎는 고통도 마다하지 않는 굳은 각오로 쇄신하겠습니다.

그러나 한편으로 한 없이 죄송한 가운데서도 희망을 보았습니다.

많은 시민들과 지역 기업, 단체들이 내 일처럼 함께해주시고 자원 봉사에도 임해주셨습니다.

‘살고 싶은 도시’라는 것은 결국 시민 모두가 함께 웃고 행복하며 함께 아파하고 돕는 도시라는 생각을 해보았습니다. 어느 도시나 문제가 있고 부족함이 있습니다.

특히 인천은 다양하고 복잡다단한 도시구조에서 비롯된 과제나 의제들이 많다 보니, 이를 해결하기 위해서는 더욱 더 시민과의 소통, 지역 간 연결이 절실합니다.

그래서 저는 행정을 혁신하고 도시 기능의 기본을 갖추는 일 못지않게 ‘인천을 살리고 잇는 일’에도 시민들과 함께 매진하려 합니다.

혁신과 이음은 서로 별개의 개념이 아닙니다. 지난 1년 간 힘써왔던 혁신 과제들을 인천의 미래 10년, 20년 큰 흐름으로 이어가자는 것입니다.

시민과의 끊임없는 소통, 조직 간의 유기적인 업무 협업과 혁신, 지역과 지역 간의 상생 연결, 지방정부와 중앙정부의 원활한 협력, 남과 북, 한반도와 동북아시아의 결속 강화를 위한 단기 과제들을 인천시는 좀 더 장기적인 2030 비전으로 이어가려 합니다.

인천 살림과 이음을 위한 미래 2030 비전은 조만간 따로 자리를 마련해 시민들에게 소상히 말씀드리도록 하겠습니다.

시민 여러분! 저는, 인천을 살리고 시민들의 행복을 잇는 일이 저의 임기 내에 다 이뤄져야 한다는 욕심과 유혹은 없습니다. 오직 시민들을 위해 호시우행 할 것입니다.

‘살고 싶은 도시 함께 만드는 인천’을 향한 인천시의 걸음은 결코 멈추지 않을 것입니다.

Incheon city has a little more to do with short-term tasks for continuous communication with citizens, organic business cooperation and innovation among organizations, win-win connections between regions and regions, smooth cooperation between local governments and the central government, strengthening ties between South and North Korea and the Korean peninsula and Northeast Asia.
