균형위와 국토교통부를 비롯한 중앙 부처가 지역이 주도하는 맞춤형 발전사업에 대한 상호 협약을 맺고 시범사업에 대한 추진의지를 다졌다. 강릉, 거창, 홍성, 세종 등 시범사업으로 선정된 11곳에 대한 사업별 예산도 확보한 상태다.

이번 시범사업은 지역발전투자협약 제도의 정착과 합리적인 운영체계 마련을 위해 추진하는 것이므로 현재 시범사업 이외에도 다양한 내용과 방식으로 지역발전투자협약을 점차 확대해 나갈 계획이다.

대통령 소속 국가균형발전위원회(위원장 송재호)와 국토교통부(장관 김현미)는 27일 오전 10시 30분 세종컨벤션센터에서 ‘2019년 지역발전투자협약 시범사업 협약식’을 개최하였다.

협약식에는 각 기관 대표자 30여 명이 참석하여 11개 사업별로 사업 주관부처와 광역자치단체, 기초자치단체가 상호 협약을 진행하고 앞으로 본격 착수될 시범사업에 대한 추진의지를 다졌다.

2019년 처음으로 시작되는 지역발전투자협약은 균형발전 사업 추진 방식에 대한 발상의 전환으로 그동안 중앙정부가 주도하던 과거의 관행에서 벗어나 지역이 계획 수립부터 사업 추진까지 전반을 주도하는 ‘다부처 연계’, ‘맞춤형’ 사업이다.

이번 시범사업은 1월 지자체 공모를 시작으로 하여 관계부처 타당성 검토, 선정평가 위원회의 평가 과정을 거쳐 11개 사업이 선정(4월 8일)되었다.

사업 선정 이후 관계부처·전문가 합동 컨설팅(4월 23~24일)을 통해 기존 사업과의 중복가능성, 기술적·정책적 실현가능성, 예산 지원 가능성 등에 대한 검토와 사업 효과성 제고를 위한 사업계획 보완과정을 거쳤다. 또한 각 지자체와 주관부처, 협조부처가 수시 협의를 진행하여 단위사업별 사업계획을 조정·구체화하는 작업을 통해 최종 협약안을 마련하여 국가균형발전위원회 본회의 심의(5월 23일)를 통해 확정하였다.

이번 협약이 체결됨에 따라 사업별 예산 배분(2019년 300억원)과 함께 11개 사업이 본격 착수하게 된다.

지역발전투자협약 제도의 특성인 지역 주도 원칙에 따라 각 지역이 사업 추진을 주도하게 되며 주관부처와 협조부처는 모니터링을 통해 행·재정적 지원을 하게 된다.

균형위와 국토부는 사업 추진과정에서 필요 시 추가 전문가 컨설팅을 지원하고 관계부처와 지자체 간 의견 조율이 필요한 경우에는 사안별로 조정 전담조직(TF)을 구성하여 사업이 원활하게 추진될 수 있도록 지원할 예정이다.

국가균형발전위원회는 시범사업을 통해 중앙과 지방 간의 협력시스템을 구축함으로써 제도 정착의 밑거름이 되도록 하겠다며 참여기관 간 적극적인 소통을 통해 계획한대로 성과를 달성할 수 있도록 협조해 줄 것을 당부했다. [영종뉴스 우경원 기자]

The Central Ministry, including the Ministry of Land, Infrastructure and Transport, has established a mutual agreement on customized development projects led by the region and has pledged to promote the pilot project. We have also secured a business-specific budget for 11 sites selected as pilot projects, such as Gangneung, Geochang, Hongsung, and Sejong. Since this pilot project is aimed at establishing a regional development investment agreement system and establishing a reasonable operating system, we plan to gradually expand the Regional Development Investment Agreement in a variety of contents and methods in addition to the current pilot project. The President's National Balanced Development Committee (Chairman Song Jae-ho) and the Ministry of Land, Infrastructure and Transport (Minister Kim Hyun-mi) held the "2019 Regional Development Investment Agreement Program Convention Ceremony" at the Sejong Convention Center at 10:30 a.m. on 27 August. At the convention ceremony, more than 30 representatives from each institution participated, and the 11 business organizations, the ministries of business, the regional governments, and the basic municipalities proceeded with the mutual agreement, and the pilot project, which will be launched in earnest in the future, was carried out in earnest. The Regional Development And Investment Agreement, which begins for the first time in 2019, is a "multi-ministry linkage" and "customized" project that takes the initiative to move away from the past practices led by the central government and to drive the region from planning to business promotion. The pilot project was selected by 11 projects (April 8) after a feasibility study by the relevant ministry and evaluation process by the Selection Evaluation Committee, beginning with a local government competition in January. After the selection of the project, the relevant ministries and experts consulted jointly (April 23-24) to review the possibility of redundancy with existing businesses, the feasibility of technical and policy, and the possibility of budget support, and to supplement the business plan to improve the effectiveness of the project. In addition, the final agreement was prepared by the local governments, the governing ministries, and the ministries of cooperation at any time to coordinate and formulate the business plan for each unit project, and it was confirmed through the deliberation (May 23) of the Plenary Session of the National Balanced Development Committee. With the signing of the agreement, 11 projects will begin in earnest, along with the allocation of budgets for each business (KRW 30 billion in 2019). In accordance with the regional principle stipulated in the regional development and investment agreement system, each region will lead the promotion of the project, and the host and the ministry will provide the relevant and financial support through monitoring. The Ministry of Balance and The Ministry of Land, Infrastructure and Tourism will support additional expert consulting when necessary in the process of promoting the project, and if coordination between relevant ministries and local governments is needed, a dedicated coordination organization (TF) will be established on a case-by-case basis to help the project proceed smoothly. Through the pilot project, the National Balanced Development Committee said that by establishing a system of cooperation between the central and local governments, it will be the basis for the establishment of the system, and urged the participating organizations to cooperate to achieve the results as planned through active communication.
