도시미관을 해치는 공사중단 건축물과 낡은 공공 건축물에 대한 정비방안이 대대적으로 수립 시행될 전망이다.
국토교통부(장관 김현미)는 공사중단 건축물 정비사업과 노후 공공 건축물 리뉴얼사업 가속화를 위하여 6월 24일(월)부터 전국 지자체를 대상으로 제5차 선도사업을 공모한다.
◇사업 개요
(공사중단 건축물 정비사업) 공사중단 건축물로 인한 위해요소 제거 또는 정비방안 수립·시행 등 공공주도 관리 및 정비를 통한 도시미관 개선 및 경기활성화 도모
(공공 건축물 리뉴얼 사업) 낡고 비좁고 위험한 노후 공공청사를 공공·편의·수익시설 등으로 복합 개발함으로써 국민편의 증진과 지역경제 활성화 선도
공사중단 건축물 정비사업과 공공 건축물 리뉴얼 선도사업은 경제 활성화와 일자리 창출 및 국민의 삶의 질 향상을 위해 ‘제8차 무역투자진흥회의(2015년 7월 9일)’에서 추진이 결정되었고, 국토부는 한국토지주택공사와 협업하여 2015년부터 매년 선도사업을 선정하고, 개발구상 컨설팅 등 실질적인 지원을 함으로써 국민의 체감도 높은 사업의 성과 창출을 위한 노력을 펼치고 있다.
2016년 시행한 공사중단 건축물 실태조사 결과 전국 공사중단 건축물은 387개소로 도시미관 저해는 물론 범죄·사고유발의 우려가 높아 지역 활력의 걸림돌이 되고 있으며, 공공청사는 총 18만3000여 동(2019년 4월 30일 기준)으로 이 중 4만4000여 동(24%)이 30년 이상 노후되고 불편할 뿐 아니라 지진 등 재해에도 취약하여, 국민편의 증진을 위한 노력이 절실한 상태이다.
국토부는 국민의 일상생활과 밀접한 사업의 추진동력 확보를 위해 2015년부터 4차례에 걸쳐 선도사업*을 선정하여 왔고, 사업지구에 국비를 투입하여 사업모델을 검토하고 개발구상 수립을 지원함으로써 공사착공, 사업대행, 투자심사 통과 등 실질적인 결실을 주도해 왔다.

이번 제5차 선도사업은 각 지자체에서 7월 18일(목)까지 신청한 사업을 대상으로 공익성과 사업성 등을 공정하게 평가하여 8월 말 선정할 예정이다.
이번 선정방식에 있어서는 생활SOC 연계성을 평가항목에 추가하고, 기존 상대평가 방식에서 절대평가 방식으로 전환함으로써 평가기준을 충족하는 모든 사업을 선도사업으로 선정할 계획이다.
국토교통부 김상문 건축정책관은 “이번 공모에 최대한 많은 지자체가 참여할 수 있도록 함으로써 국민에게 미치는 파급효과를 고려, 각 지자체의 적극적인 공모 지원을 당부한다”고 말했다. [영종뉴스 김미혜 기자]

The 5th Leading Business will be selected at the end of August by fair evaluation of the public interest and business feasibility of the projects submitted by each local government until July 18th. In this selection method, we will add the life SOC linkage to the evaluation items and select all projects that satisfy the evaluation criteria by converting from the existing relative evaluation method to the absolute evaluation method as the leading business.
