요즘 영종에 공급되는 일부 수돗물이 여전히 빨갛다. 이물질도 있어서 사용에 있어서 심각한 우려를 낳고 있다. 영종에 오는 수돗물의 여정은 길다. 한강 풍납취수장에서 서구 공촌정수장을 거쳐 바다를 건너온다. 그런데, 풍납취수장의 정기점검으로 물이 끊겨 공촌정수장이 5시간 가량 물을 공급할 수 없는 상황이 되자, 무단수의 원칙에 따라, 멀리 남동, 수산 정수장으로부터 물을 공급받게 된 것이다. 이 과정에서 다른 임시관을 사용했다. 그런데 이 관이 보통 때 쓰는 관이 아니라 녹 등이 있을 수 있고, 멀리 보내느라 압력이 더 강해 이런 녹 등이 쓸려나왔을 가능성이 있다고 한다. 그런데, 이런 점검은 매년 있어왔고, 또, 상수도본부에서도 지난 달 20일 이런 가능성을 알고 적색 수돗물이 나올 수 있다고까지 공지했는데 이런 사태가 며칠이고 지속된다니 정말 어이가 없다.
전문가의 조언대로 미리 시험가동해서 녹물을 뺀다던지, 유속을 조정한다던지 할 수도 있었을 것이다. 수돗물로 조리를 하는 학교 아이들 급식도 계속 어려움을 겪었다. 아파트의 저수조에 문제의 물이 채워져 있어서 현재 소화전을 통해 계속 방류해서 해결을 하려하고 있다. 시와 구는 괜찮다고만 하지 말고 정확한 진단과 함께 어떻게 시민들이 대처해야 하는지 솔직히 말해야 할 것이다. 재발방지 대책도 필수다.
북으로 가로막힌 대한민국은 사실상 섬이다. 대한민국의 하늘길을 대부분 책임져온 영종이지만 공항 외에 생활 인프라는 그야말로 재앙수준이다. 제3연륙교 착공 연기, 공항철도 수도권 환승할인 불가, 응급실 있는 종합병원 부재, 과밀 중고등학교 학급, 영종대교 옆 수도권 쓰레기 매립지 검토 등 이루 헤아리기 힘들다. 이런 기초적인 생활환경은 도시가 계획되면서 타임스케줄에 의해 자동적으로 이루어져야 하는데 일일이 생업에 바쁜 주민들의 외침에 의해 검토된다는 것이 참으로 안타까운 현실이다.
설상가상으로 기본 중 기본인 깨끗한 물마저 위협받고 있다. 인근 서울은 이미 고도정수처리시설까지 다 갖추었다. 오존처리로 나쁜 성분을 중화시키고 활성탄처리로 나쁜 물질을 흡착시키는 2차 정수시설이다. 경기도 의회도 이를 정부예산으로 만들기 위해 국비지원 촉구 건의도 한 상태이다. 그렇지만 우리는 고도정수처리는커녕 붉은 수돗물 걱정을 하고 있는 실정이다. 녹물에 대해 중장기적으로 근본처방이 필요하다. 빨리 노후화된 상수도관을 교체해야 한다. 그리고, 내식성재질의 수도관(스테인레스관, PVC관,PB관)을 사용해야 한다. 또, 부식억제제(방청제)를 사용할 수도 있다. 모두 환경부의 메뉴엘에 나와있는 처방이다. 예산의 우선순위가 있다면 이보다 더 앞선 일이 무엇이겠는가?
가까운 주민 한 분이 영종을 대한민국의 뉴욕, 맨하탄과 같은 도시로 만들어야 한다고 하셨다. 백운산과 아름다운 해변 그리고 세계 정상의 공항과 요트장, 각종 리조트 등 이 정도 인프라면 못 할 일도 아니다. 그런데, 뉴욕시는 수돗물이 공짜다. 록펠러 재단에서 공익을 위해 시민들의 수돗물 값을 내주고 있다. 영종주민들의 공항을 통한 국가 교통 및 물류에 대한 기여를 생각한다면 수돗물 값 같은 기본비용은 정부에서 부담하라고 말하고 싶은 심정이다.
영종이 섬이라는 지리적 특성을 감안하면 수돗물 외에 전기, 전열, 가스 등 다른 인입선에는 문제가 없는지 불안한 것도 사실이다. 인천시와 중구는 불의의 사고에 대처할 수 있는지 그에 대한 플랜B는 있는지 이 번 사태를 계기로 선제적으로 살펴보기를 바란다. 뒷북 행정은 피해도 크고 상처도 깊기 때문이다. [영종뉴스 우경원 기자]

The city should not only say that it is ok, but should be honest about how citizens should deal with accurate diagnosis. Measures to prevent recurrence are also essential. South Korea is virtually an island. Although Yeongjong has been responsible for most of The Republic of Korea's sky path, the infrastructure of living outside of the airport is truly disastrous. Nearby Seoul already has advanced water treatment facilities. It is a second water purification facility for neutralizing the bad components by ozone treatment and adsorbing the bad material with activated carbon treatment. The Gyeonggi-do Parliament has also proposed a call for state aid to make it a government budget. However, we are concerned about red tap water, let alone advanced water purification treatment. For rust, a fundamental prescription is needed in the medium to long term. Water pipes should be replaced as soon as they are aging.
